Wayanad: വയനാട് ഉരൾപൊട്ടൽ ദുരന്തബാധിതരുടെ പുനരധിവാസത്തിനുള്ള ടൗൺഷിപ് മുനിസിപ്പൽ പ്രദേശത്തു സ്ഥിതിചെയ്യുന്ന എൽസ്റ്റൺ എസ്റ്റേറ്റിൽ മാത്രമായി ഏറ്റെടുക്കാൻ മന്ത്രിസഭായോഗം തീരുമാനിച്ചു. ഇവിടെ ഏഴ് സെന്റ് സ്ഥലത്ത് ഒരു വീടുവീതം നിർമിച്ചു നൽകാനും തീരുമാനിച്ചു. ദുരന്തബാധിത കുടുംബങ്ങളുടെ പട്ടിക 430ൽ അധികരിക്കാത്ത സാഹചര്യത്തിലാണ് ടൗൺഷിപ്പ് എൽസ്റ്റൺ എസ്റ്റേറ്റിൽ മാത്രമാക്കി ചുരുക്കാൻ തീരുമാനിച്ചത്
സർക്കാർ നിർമിക്കുന്ന ടൗൺഷിപ്പിനു പുറത്തു താമസിക്കാൻ ആഗ്രഹിക്കുന്ന ഉരുൾ പൊട്ടൽബാധിത കുടുംബങ്ങൾക്ക് 15 ലക്ഷം രൂപ വീതം അനുവദിക്കാൻ തീരുമാനിച്ചിരുന്നു. ഇത്തരത്തിൽ 15 ലക്ഷം രൂപയ്ക്കായി അപേക്ഷ നൽകിയവരെ ടൗൺഷിപ്പിൽനിന്ന് ഒഴിവാക്കും. നേരത്തേ എൽസ്റ്റൺ എസ്റ്റേറ്റിനൊപ്പം നെടുമ്പാല എസ്റ്റേറ്റും ഏറ്റെടുത്ത് ടൗൺഷിപ്
നിർമിക്കാൻ തീരുമാനിച്ചിരുന്നു. എന്നാൽ, കുടുംബങ്ങൾ കുറവായ സാഹചര്യത്തിൽ നെടുമ്പാലയെ ഒഴിവാക്കുകയായിരുന്നു. എൽസ്റ്റണിൽ അഞ്ചു സെന്റും നെടുമ്പാലയിൽ 10 സെന്റുമായിരുന്നു പരിഗണിച്ചിരുന്നത്. ഗുണഭോക്താക്കളുടെ എണ്ണം കുറഞ്ഞതോടെ ഇത് ഏഴു സെന്റ്റ് ഭൂമി വീതമുള്ള പ്ലോട്ടായി പുനഃക്രമീകരിക്കാൻ തീരുമാനിച്ചു.
നോഗോ സോണിനു പുറത്തായി സ്ഥിതിചെയ്യുന്ന, ദുരന്തം മൂലം ഒറ്റപ്പെട്ടു പോകുന്ന വീടുകളെ ഉൾപ്പെടുത്തിയിട്ടുള്ള കരട് ഫേസ് 2 ബി പട്ടികയിൽ നോ-ഗോ സോണിൻ്റെ പരിധിയിൽനിന്ന് 50 മീറ്ററിനുള്ളിൽ പൂർണമായി ഒറ്റപ്പെട്ടുപോകുന്ന അവസ്ഥയിലുള്ള വീടുകൾ മാത്രം പരിഗണിക്കാനും തീരുമാനിച്ചു.
ഭൂമി പതിച്ചു നൽകാൻ ഗുണഭോക്താവിന്റെ വരുമാനപരിധി കണക്കാക്കില്ല. റെസിഡൻഷൽ യൂണിറ്റായി ലഭിച്ച ഭൂമിയും വീടും ഹെറിറ്റബിൾ ആയിരിക്കും. 12 വർഷം അന്യാധീനപ്പെടുത്താൻ പാടില്ല. റെസിഡൻഷൽ യൂണിറ്റും വീടും ജീവിച്ചിരിക്കുന്നതിന് അനുസരിച്ച് ഗൃഹനാഥൻ്റെയും ഗൃഹനാഥയുടെയും കൂട്ടായ പേരിൽ അനുവദിക്കും. ഭൂമിയും വീടും 12 വർഷത്തിനു മുമ്പ് അവശ്യഘട്ടങ്ങളിൽ പണയപ്പെടുത്തി വായ്‌പ എടുക്കുന്നതിൻ്റെ സാധുത ഓരോ കേസുകളായി പരിശോധിച്ച് സർക്കാരിന് തീരുമാനം കൈക്കൊള്ളാം..
ഒരു വീട് നിർമിച്ചു നൽകുന്നതിന് സ്പോൺസർഷിപ്പ് തുക 20 ലക്ഷം രൂപയാക്കി കുറയ്ക്കും. നേരത്തേ ഇത് 25 ലക്ഷം രൂപയായിരുന്നു. ദുരന്തബാധിതർക്ക് നിലവിലുള്ള 300 രൂപ ബത്ത അതേ വ്യവസ്ഥയിൽ തുടർന്നും അനുവദിക്കും. ഇക്കാര്യത്തിൽ തുടർ നടപടി സ്വീകരിക്കാൻ സ്റ്റേറ്റ് എംപവേർഡ് കമ്മിറ്റിയെ ചുമതലപ്പെടുത്തും. സപ്ലൈകോ വഴി മാസം 1000 രൂപയുടെ സാധനങ്ങൾ വാങ്ങാവുന്ന കൂപ്പൺ വാടകയ്ക്കു താമസിക്കുന്ന ദുരന്തബാധിത കുടുംബങ്ങൾക്ക് CSR ഫണ്ടിൽനിന്നു നൽകാനും ഓരോ കൂപ്പണും രണ്ടു മാസം വീതം കാലാവധി നൽകാനും മന്ത്രിസഭ തീരുമാനിച്ചു.
The Kerala cabinet has decided to acquire land exclusively at Elston Estate within the municipal area for the rehabilitation of landslide victims in Wayanad. It has been decided to construct a house on seven cents of land for each affected family. The decision to limit the township to Elston Estate was made as the number of affected families did not exceed 430.
Families affected by the landslide who prefer to live outside the government-built township will be provided with ₹15 lakh each. Those who opt for this financial assistance will be excluded from the township project. Earlier, the plan was to acquire both Elston Estate and Nedumbala Estate for the township. However, as the number of families decreased, Nedumbala was excluded. Initially, five cents per house at Elston and ten cents at Nedumbala were considered, but due to the reduced number of beneficiaries, it has been restructured to seven cents per family.
Only houses that are completely isolated within 50 meters of the no-go zone boundary will be included in the draft Phase 2B rehabilitation list.
The beneficiary’s income will not be considered while allotting the land. The land and house provided will be heritable but cannot be transferred for 12 years. The residential unit and house will be allotted jointly in the names of both the head of the household and their spouse. If the land and house need to be mortgaged for emergency purposes before 12 years, the government will review such cases individually.
The sponsorship amount for constructing a house has been reduced from ₹25 lakh to ₹20 lakh. The existing ₹300 monthly allowance for disaster-affected families will continue under the same conditions. The State Empowered Committee will be responsible for further implementation.
Families living in rented accommodations due to displacement will receive a coupon worth ₹1,000 per month for purchasing essential goods through Supplyco, funded via CSR contributions. Each coupon will be valid for two months.
